At its meeting held January 24, 2006, the Board took the following action:

     Supervisor Antonovich made the following statement:

      “At approximately 10:30 p.m. on Friday, January 20, 2006, shots were fired at a 1991 blue Honda Civic on the southbound lanes of the Antelope Valley Freeway (14), south of Avenue S, near the Angeles Forest Highway off ramp. Carlos Ramirez, the 23-year-old passenger in the Honda Civic, was shot and pronounced dead shortly thereafter at South Valley Medical Center.

      “The Sheriff’s Homicide Bureau is seeking assistance from anyone who may have information that can aid in their investigation.”

      Therefore, on motion of Supervisor Antonovich, seconded by Supervisor Burke, unanimously carried, the Board established a $10,000 reward for any information leading to the arrest and conviction of the person or persons responsible for the death of Carlos Ramirez, the 23-year-old passenger in a 1991 blue Honda Civic, who was shot and killed on the southbound lanes of the Antelope Valley Freeway (14), south of Avenue S, near the Angeles Forest Highway off ramp, on Friday, January 20, 2006 at approximately 10:30 p.m.


NOTICE OF $10,000.00 REWARD
OFFERED BY THE
LOS ANGELES COUNTY BOARD OF SUPERVISORS

Notice is hereby given that the Board of Supervisors of the County of Los Angeles has established a $10,000 reward for any information leading to the arrest and conviction of the person or persons responsible for the death of Carlos Ramirez, the 23-year-old passenger in a 1991 blue Honda Civic, who was shot on the southbound lanes of the Antelope Valley Freeway (14), south of Avenue S, near the Angeles Forest Highway off ramp, and pronounced dead shortly thereafter at South Valley Medical Center on Friday, January 20, 2006 at approximately 10:30 p.m.

Any person having any information related to this crime is requested to call Detective Edward Godfrey and Detective Phillip Martinez at the Los Angeles County Sheriff’s Department, Homicide Bureau at (323) 890-5500 and refer to Report No. 006 01243 2649-011.

The terms of the reward provide that:

  • The information given that leads to the determination of the identity, the apprehension and conviction of any person or persons must be given no later than April 24, 2006. All reward claims must be in writing and shall be received no later than June 23, 2006.
  • The total County payment of any and all rewards shall in no event exceed $10,000 and no claim shall be paid prior to conviction unless the Board of Supervisors makes a finding of impossibility of conviction due to the death or incapacity of the person or persons responsible for the crime or crimes.
  • The County reward may be apportioned between various persons and/or paid for the conviction of various persons as the circumstances fairly dictate.

Any claims for the reward funds should be filed no later than June 23, 2006 with the Executive Officer of the Board of Supervisors, 500 West Temple Street, Room 383 Kenneth Hahn Hall of Administration, Los Angeles, California 90012, Attention: Carlos Ramirez Reward Fund.
