At its meeting held April 22, 2008, the Board took the following action:

      Supervisor Knabe made the following statement:

      "On Sunday, March 16, 2008, Jose Luis Garcia Bailey, 11, was standing with a group of three other individuals in front of a residence at 2024 East 15th Street across the street from where he lived. The four of them were talking when two males approached on foot and started shooting. Jose was fatally shot.

      "No one has been arrested in this case. The victim is not a gang member but Homicide Details believe the suspects are gang members. Investigators believe it would be beneficial to offer a reward in this case which may prompt reluctant witnesses to come forward and provide information to identify the individual(s) responsible for this crime. They can remain anonymous."

      Therefore, on motion of Supervisor Knabe, seconded by Supervisor Antonovich, unanimously carried, the Board established a $10,000 reward for any information leading to the arrest and/or conviction of the person or persons responsible for the shooting of 11-year-old Jose Luis Garcia Bailey, who was shot and killed across the street from where he lived in front of a residence at 2024 East 15th Street, in the City of Long Beach, on March 16, 2008 at 9:47 p.m.


NOTICE OF $10,000.00 REWARD
OFFERED BY THE
LOS ANGELES COUNTY BOARD OF SUPERVISORS

Notice is hereby given that the Board of Supervisors of the County of Los Angeles is offering a $10,000 reward for any information leading to the arrest and/or conviction of the person or persons responsible for the shooting of 11-year-old Jose Luis Garcia Bailey, who was shot and killed across the street from where he lived in front of a residence at 2024 East 15th Street, in the City of Long Beach, on March 16, 2008 at 9:47 p.m.

Any person having any information related to this crime is requested to call Detectives Russ Moss and Terri Hubert at the Long Beach Police Department, Homicide Division at (562) 570-7244 and refer to Report No. 08-19733.

The terms of the reward provide that:

  • The information given that leads to the determination of the identity, the apprehension and conviction of any person or persons must be given no later than July 21, 2008. All reward claims must be in writing and shall be received no later than September 19, 2008.
  • The total County payment of any and all rewards shall in no event exceed $10,000 and no claim shall be paid prior to conviction unless the Board of Supervisors makes a finding of impossibility of conviction due to the death or incapacity of the person or persons responsible for the crime or crimes.
  • The County reward may be apportioned between various persons and/or paid for the conviction of various persons as the circumstances fairly dictate.

Any claims for the reward funds should be filed no later than September 19, 2008 with the Executive Officer of the Board of Supervisors, 500 West Temple Street, Room 383 Kenneth Hahn Hall of Administration, Los Angeles, California 90012, Attention: Jose Luis Garcia Bailey Reward Fund.
