At its meeting held October 30, 2007, the Board took the following action:
Supervisor Knabe made the following statement:
On "On September 5, 2000, Los Angeles County Sheriff's Deputy Michael Schaap was shot and injured while on routine patrol with his partner, Deputy David Timberlake. The Deputies attempted to stop a Chevrolet van for vehicle code violations when one of the suspects quickly exited the vehicle armed with an assault rifle and, without warning or provocation, began shooting at both deputies. Deputy Timberlake managed to escape injury; however, Deputy Schaap was struck in the head and underwent surgery to remove bullet fragments from his brain. Although Deputy Schaap survived the shooting, he is still suffering from significant medical complications. The suspect identified by the Los Angeles Sheriff Department as Emigdio Preciado, fled to Mexico and is still outstanding. Investigators believe the suspect is traveling back and forth between both countries visiting relatives and friends.On "On June 21, 2001, the Los Angeles County Board of Supervisors authorized a $10,000 reward for information leading to the arrest and conviction of Suspect Preciado; the reward has remained the same since the onset of the investigation. During the past six years, investigators have worked very closely with citizen informants, community leaders, and community oriented policing teams. Additionally, the investigation was featured on “America’s Most Wanted” television shown on three separate occasions. As of this date, their efforts have not succeeded. Currently, investigators have exhausted all conventional investigative techniques in an attempt to locate and apprehend Suspect Preciado.On "It is the opinion of the investigators that the case has reached the point where a substantial increase to the $10,000 reward may be the only way to locate and capture Suspect Preciado. The increase may prompt individuals, possibly family members familiar with the incident to come forward and provide information as to the whereabouts of the suspect, thus, leading to his arrest. In March, 2007, the Board of Supervisors approved a motion to increase the reward from $10,000 to $50,000, which expired on June 11, 2007. The Los Angeles County Sheriff's Homicide Bureau is respectfully requesting that the previous reward in the amount of $50,000 be reestablished."Therefore, on motion of Supervisor Knabe, seconded by Supervisor Burke, unanimously carried (Supervisors Molina and Antonovich being absent), the Board reestablished the $50,000 reward offered for any information leading to the arrest and/or conviction of Emigdio Preciado, who is responsible for the shooting and injuring of Los Angeles County Sheriff's Deputy Michael Schaap on September 5, 2000, when he attempted to stop a van for vehicle code violations at the intersection of Mulberry and Gunn in the unincorporated area of Whittier.

LOS ANGELES COUNTY BOARD OF SUPERVISORSNotice is hereby given that the Board of Supervisors of the County of Los Angeles has reestablished the $50,000 reward offered for any information leading to the arrest and/or conviction of Emigdio Preciado, who is responsible for the shooting and injuring of Los Angeles County Sheriff's Deputy Michael Schaap on September 5, 2000, when he attempted to stop a van for vehicle code violations at the intersection of Mulberry and Gunn in the unincorporated area of Whittier.
Any person having any information related to this crime is requested to call Detective Timothy J. Cain at the Los Angeles County Sheriff’s Homicide Bureau at (323) 890-5556 and refer to Report No. 000-14738-0492-055.
The terms of the reward provide that:
The information given that leads to the determination of the identity, the apprehension and conviction of any person or persons must be given no later than January 28, 2008. All reward claims must be in writing and shall be received no later than March 28, 2008. The total County payment of any and all rewards shall in no event exceed $50,000 and no claim shall be paid prior to conviction unless the Board of Supervisors makes a finding of impossibility of conviction due to the death or incapacity of the person or persons responsible for the crime or crimes. The County reward may be apportioned between various persons and/or paid for the conviction of various persons as the circumstances fairly dictate.Any claims for the reward funds should be filed no later than March 28, 2008, with the Executive Office of the Board of Supervisors, 500 West Temple Street, Room 383 Kenneth Hahn Hall of Administration, Los Angeles, California 90012, Attention: Deputy Michael Schaap Reward Fund.
